GoClubPro is configured by people who make governance decisions about their club — fee levels, who gets selected, who has access to what, how disputes are handled. This guide connects your club's constitution, by-laws, and governance practices to the platform settings that enforce or support them.

SECTION 1: THE GOVERNANCE-PLATFORM CONNECTION
Why This Matters
Most club disputes and complaints trace back to one of these situations:
- The platform does something that contradicts what the committee decided
- Members expect one thing (because the rules say so) but the platform shows another
- An admin made a platform change without committee approval
The principle: GoClubPro enforces what you configure. If you configure it wrong relative to your policies, it will enforce the wrong thing faithfully. Good governance means your platform settings are the digital expression of your committee's decisions.

SECTION 2: MAPPING YOUR CONSTITUTION TO PLATFORM SETTINGS
Common Constitution Clauses and Their Platform Equivalents
Membership Classes
Most club constitutions define membership classes (Full Member, Associate Member, Honorary Member, Life Member, Junior Member). GoClubPro uses roles, not membership classes per se — but you can map them:

Fees and Levies
Constitution: "Annual fees shall be set by the committee at the AGM." Platform action: After AGM, update Settings → Fee Config to reflect the committee's fee resolution. The platform enforces what is set there.
Best practice: After every AGM where fees are approved, the Treasurer (or Admin) updates the fee configuration immediately. Keep a note in your meeting minutes of the exact fee amounts resolved — these are the authoritative record.
Membership Approval
Constitution: "New membership applications shall be approved by the committee or a nominated representative." Platform action: Admin Panel → Members → Pending Requests. Whoever the committee has delegated to approve new members (Admin or Co-Admin) performs this function.
If your constitution requires full committee approval: The committee decides off-platform (at a meeting or via email vote), and then the Admin approves on the platform to implement the decision.
If the constitution delegates to the Club Admin: The Admin can approve directly without full committee deliberation.
Disputes and Grievances
Constitution: "A member may appeal a decision within 14 days by written notice to the Secretary." Platform action: GoClubPro doesn't have a formal dispute module. The process:
- Member raises dispute (in person, email, or via Noticeboard message to admin)
- Committee deliberates off-platform (meeting, email, or voting tool)
- If the outcome affects platform data (fee waiver, role change, access removal): Admin implements on the platform
Document governance decisions: Keep a record of committee resolutions. If you waive a fine or reverse a fee in the platform, note the committee resolution that authorised it in the accounting note.
SECTION 3: ACCESS CONTROL AS GOVERNANCE
Who Should Have What Access
A common governance failure: admins grant broad access without committee approval. Best practice:

The 3-Admin Rule: No club should have fewer than 3 people with Admin/Co-Admin access. If the primary Admin leaves without handing over, the club may be locked out. Committee should nominate at least 2 Co-Admins at the start of each season.
Restricting and Revoking Access
When a committee member's term ends:
- Admin Panel → Members → find the outgoing member
- Change their role from Admin/Coach to Player
- Revoke any specific access they held
- Do this immediately when the term ends — don't let stale admin access linger
When a member is suspended by committee resolution:
- Committee passes a suspension resolution (meeting minutes)
- Admin implements: Admin Panel → Members → remove from team assignments
- For full access revocation: can change role to Player only; cannot access admin functions
- Communicate to the member what access they still have and what they don't
Do NOT retroactively delete member records — even suspended members' historical data (payment records, attendance) should be preserved for governance and audit purposes.
The Annual Access Audit
Every year at the season transition point:
- Admin Panel → Members → filter by role: Admin, Co-Admin, Coach
- Review every person with elevated access
- Is their appointment still current? (Committee still includes them? They're still coaching?)
- Revoke access for anyone whose appointment has lapsed
- Add access for anyone newly appointed
This annual audit is a committee governance function — the Admin implements what the committee decides.
SECTION 4: FINANCIAL GOVERNANCE
The Treasurer's Authority
Your club's constitution defines the Treasurer's financial authority. Common examples:
- "The Treasurer may approve expenditure up to $[X] without committee approval"
- "Expenditure above $[X] requires committee resolution"
- "All payments from the club bank account require two signatories"
Platform implications:
- Expense Claims submitted by members go to the Treasurer for approval
- The Treasurer approves in GoClubPro based on their constitutional authority
- For claims above the threshold: Treasurer should obtain committee resolution before approving, then approve in platform
- Two-signatory policy: the platform doesn't enforce dual approval — this must be a process discipline (Treasurer checks with second signatory before clicking Approve)
Financial Delegation Notes
When the Treasurer approves an unusual item (waived fee, large expense claim), add a note in the ledger entry:
"Approved by committee resolution 15 July 2026 — covering exceptional transport cost for State Championships"
This creates an audit trail that links the platform action to the committee decision.
Year-End Financial Governance
What the committee needs at AGM:
- Income & Expenditure statement (Module 34)
- Balance sheet / total position
- Outstanding member debts
- Association bills status
What the platform provides: All of this via the Accounting and Aging exports. The Treasurer presents these at AGM; members vote on acceptance; the Secretary records the resolution.
After AGM resolution: The Treasurer can action any outstanding items (chase remaining debtors, approve fee write-offs for members who genuinely cannot pay) under committee authority.
SECTION 5: POLICY DECISIONS THAT SHOULD BE DOCUMENTED
Decisions That Should Be in Your Meeting Minutes
Even when they seem like "just a platform setting," these deserve formal committee records:
- Annual fee amounts (before updating Settings → Fee Config)
- Season Plan prices and cutoff round
- Enabling or disabling feature modules (Fines, Fantasy League, etc.)
- Access grants above Player level (every Admin/Coach appointment)
- Fee waivers for individual members
- Expense claim approvals above the Treasurer's individual authority
- No-pay-no-play enforcement approach
- Data privacy policy for junior members
- Platform change (switching from one system to GoClubPro)
Policy Template: Platform Access Policy
Some clubs formalise this as a one-page document kept with their constitution. A simple template:

SECTION 6: WHEN PLATFORM AND POLICY CONFLICT
Common Conflicts and How to Resolve Them
"The platform charged someone the wrong fee"
- Was the fee configuration correctly set per the committee resolution? → Check Settings → Fee Config
- If config was wrong: fix the config AND manually adjust the affected member's ledger
- If config was right but the fee was incorrect per policy: committee review of the policy
"A member is claiming they don't owe this fee"
- Check: is the fee configuration correct per committee resolution?
- Check: is the member correctly enrolled in the right competition?
- Check: did they have a fee waiver approved? → if not in ledger, no waiver was processed
- Outcome: if the fee is correct and no waiver exists, it stands; if incorrect, Treasurer adjusts with a committee note
"An admin made a platform change we didn't approve"
- Check Admin Panel → Audit Log if available (or Accounting for financial changes)
- Revert the change if the platform allows (e.g., restore a fee amount to the committee-approved level)
- Raise at committee: remind admins that platform changes with policy implications require committee authority
- Document the correction in meeting minutes

TOOLTIPS & HINTS
- Minutes first, platform second — for any significant change, the committee decision should precede the platform action
- Ledger notes are your audit trail — when overriding or adjusting a fee, add a note citing the committee resolution
- Access audit annually — stale admin/coach roles are a governance risk
- 3-Admin Rule — always at least 3 people with Admin/Co-Admin access; single-admin clubs are a succession risk

FAQ
Q: Our constitution says fees must be set at AGM. Can I update fees in the platform before AGM if I think I know what they'll be? A: No — update fees only after the AGM resolution is passed. Pre-emptive fee changes (even if the amounts don't change) bypass the governance process.
Q: A member claims they were never told about a fee increase. What do we do? A: Check that the fee was correctly communicated in the season launch broadcast. If communication happened, the obligation stands per your constitution. If the club failed to communicate (no broadcast), consider a committee resolution on how to handle it gracefully.
Q: Our Treasurer has resigned and didn't hand over access. How do we recover? A: See Module 36 (Admin Handover Guide) — specifically the "No Active Admin" recovery scenario. If there's at least one other Admin or Co-Admin, they can appoint a new Treasurer. If truly no one has access, contact platform support.
Q: Do we need to update our club constitution to mention GoClubPro? A: Not specifically. Constitutions typically refer to "the club's administrative systems" or similar. Check with your association whether they require specific references. If you do update the constitution, mention the platform generically rather than by name — platform names change; governance principles don't.
