Module 16 introduced Association Admin as a role. This guide goes deeper — covering the full power of the Association Admin tools: managing multiple clubs, running cross-club billing cycles, monitoring competition health, and using GoClubPro's association-level visibility to make decisions that affect all member clubs.

SECTION 1: THE ASSOCIATION ADMIN MENTAL MODEL
What You Oversee
As an Association Admin, you sit above individual clubs in GoClubPro's hierarchy:

What you can do that Club Admins cannot:
- View financial positions across all member clubs simultaneously
- Issue bills to clubs (association levies, umpire fees, registration fees)
- View cross-club competition standings and results
- Override or correct club-level data in specific circumstances
- Access club-level Accounting in read-only or oversight mode
What you cannot do (deliberately):
- Approve or reject individual member registrations (that's the club's job)
- Set club-specific fees (clubs control their own fee configuration)
- Access club communications (Noticeboard, Broadcasts are club-internal)

SECTION 2: CROSS-CLUB BILLING
How Association Billing Works
Associations regularly charge member clubs for:
- Association registration levies (per-member or per-team)
- Umpire/referee fees (if centrally managed and charged back)
- Ground hire or competition infrastructure costs
- Penalties (late registration, forfeit fines, conduct incidents)
- Insurance levies
In GoClubPro, these appear as Bills issued from the Association to member clubs.
Issuing a Bill to a Club
- Association Admin Panel → Clubs → select club
- Billing → Issue New Bill
- Fill in:
- Bill description: "Season Registration Levy — 2026 Winter"
- Amount: The levy amount
- Due date: When payment is expected
- Category: Registration / Umpire Fee / Ground Hire / Penalty / Other
- Save → the bill appears in the Club Admin's view as an outstanding payable
The Club Treasurer then: Sees the bill in their Accounting view → pays via the association's preferred payment method → marks as paid.
Bulk Billing (Same Bill to Multiple Clubs)
For season levies where every club receives the same bill:
- Association Admin Panel → Billing → Bulk Issue
- Select all clubs (or filter by competition/division)
- Fill in the bill details once — it will be issued to all selected clubs
- Set the due date
- Issue bills
After bulk billing: Verify the bill count matches your club count. Check that no clubs were accidentally excluded or billed twice.
Tracking Bill Payment Status
Association Admin Panel → Billing → Outstanding Bills
This view shows:
- All issued bills by club
- Payment status (Paid / Partially Paid / Overdue / Pending)
- Due dates
- Days overdue
Aging view for associations: Similar to club-level Aging, but at the association level. Bills over 30 days overdue should be escalated.
Escalation options:
- Send a reminder message to the Club Admin via the association messaging feature
- Flag the club as "payment hold" if supported (prevents them from registering additional members until outstanding bills are cleared)
Common Association Billing Scenarios
Per-member levy (most common):
- Association Admin → Clubs → each club → view member count
- Calculate levy: member count × per-member rate
- Issue bill to each club for their calculated amount (manual calculation per club, or use Bulk Bill if fixed-rate)
Forfeit fine:
- After a club forfeits a match: Association Admin → issue a Penalty bill to that club
- Description: "Forfeit fine — [Grade] Round [X] vs [Opponent]"
- Amount: per your association by-laws
Umpire fees charged back to home club:
- Association calculates umpire costs per round per club (from central umpire records)
- Issue monthly bill per club: "Umpire fees — [Month] — [X] home games × $[Y] per game = $[Total]"
SECTION 3: COMPETITION HEALTH MONITORING
What "Competition Health" Means
A healthy competition has:
- All clubs with complete and accurate fixture schedules
- Results entered promptly after each round
- Standings reflecting current-round results
- No unresolved forfeit or dispute records
As Association Admin, you can view all this from the association panel without contacting each club.
Checking Fixture Completeness
Association Admin Panel → Competitions → select competition → Fixture List
Check:
- All scheduled rounds have fixtures for each participating club
- No rounds are missing fixtures (common when a new club joins mid-competition)
- Venue details are filled in (not blank)
If a club has missing fixtures: Contact their Club Admin to add the fixtures. Association Admins can also add fixtures directly for clubs if the platform allows.
Results Entry Lag
After each round, results should ideally be entered within 24–48 hours. Check:
Association Admin Panel → Competitions → Results Status
If a club hasn't entered results for 2+ consecutive rounds:
- This may indicate a Club Admin who is overwhelmed or has forgotten
- Send a reminder via association messaging or email
- Unrecorded results affect standings accuracy for ALL clubs in the competition
Monthly results audit: Flag any club with more than 3 outstanding result entries — this is usually a sign the Club Admin needs support.
Standings Accuracy
Association Admin Panel → Competitions → Standings
Verify:
- The points tallies match expected round results
- No clubs appear twice or are missing from the table
- Finals-bound positions are correctly represented
If standings appear incorrect, it's usually due to:
- A result entered with wrong scores (correction needed by Club Admin)
- A forfeit not properly recorded
- A fixture listed under the wrong competition
SECTION 4: CLUB FINANCIAL POSITION REVIEW
Monitoring Club Financial Health
As Association Admin, you can view a financial summary for each member club:
Association Admin Panel → Clubs → select club → Financial Overview
This shows:
- Total outstanding member fees
- Aging breakdown (0–30 / 30–60 / 60–90 / 90+ days)
- Total collected this season
- Outstanding association bills
What to look for:
- Clubs with unusually high aging (>60% of outstanding fees in 60+ days) may be struggling with collections
- Clubs with no Treasurer assigned may have no one verifying member payments
- Clubs with very high outstanding balances relative to their member count may need treasurer support
When to Intervene vs. When to Advise
Advise (offer support):
- Club has high aging → point them to Module 07 (Treasurer & Accounting) and Module 44 (Aging)
- Club hasn't assigned a Treasurer → point them to Module 07 (Treasurer & Accounting)
- Club Treasurer hasn't logged in for 30+ days → contact Club Admin to check
Intervene (direct action needed):
- Club has unpaid association bills overdue > 60 days → formal notice per your association by-laws
- Club appears to have no active admins → contact the club's listed email or committee
- Club has significantly more members than they're being billed for → discrepancy investigation
Cross-Club Reporting
For AGM or board reporting:
- Association Admin Panel → Reports → Cross-Club Summary
- Export the report (CSV or PDF if available)
- Report includes: each club's member count, total fees collected, outstanding balances, season plan uptake, fixture completion rate
This is the data used for:
- Association board reporting
- Grant applications (if your association manages a collective grant)
- Year-on-year membership trend analysis
SECTION 5: ONBOARDING NEW CLUBS TO THE ASSOCIATION
When a New Club Joins Your Association
Association Admin Panel → Clubs → Add Club (or the Club self-registers and requests to join your association)
Onboarding checklist for a new club:
- Club details verified (name, contact, ABN)
- Club Admin account confirmed
- Club's existing member list size understood (for levy calculation)
- Association billing set up: issue their first season levy bill
- New club added to the correct competition(s)
- Send welcome message with key resources (point them to Module 52 — First 30 Days)
- Set a 30-day check-in to verify they're operational
Sending Association-Level Communications
To all Club Admins in your association:
Association Admin Panel → Communications → Broadcast to All Clubs
Use cases:
- Season start announcements ("Registration opens [Date]")
- Rule changes ("Updated grading policy for Under 14 grades — effective Round 5")
- Umpire policy updates
- Competition draw publication ("Round 1 fixtures now published")
- Payment reminders ("Association levies due [Date]")
What Association broadcasts don't reach: Individual players or members of clubs. Your broadcast goes to Club Admins only. For something to reach all members of all clubs, each Club Admin must broadcast within their own club.
SECTION 6: SEASON TRANSITION AT ASSOCIATION LEVEL
Pre-Season Association Checklist
Before the new season begins:
- Verify all clubs have renewed their association registration
- Issue season registration levy bills to all clubs (bulk billing)
- Confirm all clubs have created a new season in GoClubPro
- Publish the competition draw (or communicate draw methodology)
- Update any changed rules or grading structures in association communications
- Confirm umpire fee schedule for the new season
End-of-Season Association Checklist
After the season ends:
- All results entered (check each club's fixture completion)
- Final standings published (if your association maintains this)
- Outstanding association bills chased (any clubs with unpaid levies)
- Export cross-club annual report
- Any penalty/sanction matters resolved
- Begin pre-season communications for next season

TOOLTIPS & HINTS
- You see across clubs; you don't control them — Association Admin is an oversight role, not a substitute for Club Admin authority
- Bulk billing saves hours — one bulk bill operation covers all clubs in seconds; avoid manual billing per club unless amounts differ
- Results lag is a standing accuracy problem — a club that doesn't enter results hurts every club in the competition
- 30-day check-ins for new clubs — new Club Admins often get stuck on Treasurer assignment or fee configuration; proactive check saves weeks of problems
- AGM exports are monthly — export the cross-club report at the same time each month so you have a trend series by AGM time
FAQ
Q: A club has no active admin. What can I do as Association Admin? A: Association Admin tools let you view the club but not impersonate or modify their club-level data without appropriate access. Contact the club's registered email or last-known committee. In extreme cases, contact platform support for Platform Admin escalation.
Q: Can I see individual members of a club (not just the aggregate)? A: Association Admin typically sees club-level aggregates, not individual member details. Individual member data is managed at the club level. Your visibility is designed for oversight, not individual data access.
Q: Can I force a club to pay their association bill via the platform? A: No — payment enforcement is outside the platform. Outstanding bills are visible to the Club Admin and Treasurer; the association must follow its own by-laws for enforcement (late fees, competition suspension, etc.).
Q: Multiple clubs play in the same competition. One club always enters results late. What are my options? A: Use association messaging to send a reminder. If persistent, implement a policy (e.g., clubs must enter results by Tuesday 5pm or are fined) and communicate this at season start.
